GetDateValueThroughput	GetDateValueThroughput - Attempts to determine the maximum rate of getting the value at a date for a Sensor in a WattDepot installation.
GetEarliestValueRate	GetEarliestRate - Starts up a process that get the earliest value from the WattDepot server at the given rate of measurements per second.
